BRIAN K MOORE
President & Treasurer

Brian K. Moore’s vision is that every young person and family in Portsmouth has a clear pathway to opportunity, stability, and long-term success.
​
He brings more than two decades of leadership experience across the private sector and the United States Army, with a strong focus on human resources, operations, and talent development. Brian serves as President and Treasurer of Rising Tide Youth Movement, where he leads community-based work that supports youth and families through holistic development and economic opportunity.

In the private sector, Brian has delivered measurable results through process improvement and people-centered leadership. At Smithfield Foods, he led a Lean Six Sigma project that reduced turnover by 60 percent and generated approximately $150,000 in annual savings. In the United States Army, he completed 24 years of distinguished service, including leadership as a Recruiting Director, where he led a team of 10 recruiters, exceeded performance targets by 15 percent, and built partnerships with schools and community organizations.

Brian is also an entrepreneur. He is the President of SureShot Pressure Washing LLC and the Majority Owner and Chief Executive Officer of A&B Dominion Freight LLC.
Brian earned a Master of Business Administration from Post University and a Bachelor of Science in Business Management from the same institution. He is a Lean Six Sigma Green Belt certified professional.

He is a dedicated husband and father of five, bringing a forward-looking, result-driven approach to building organizations that serve people well.
AYANA SALLEE
Secretary

Ayana Sallee is a dynamic and purpose-driven program management professional with a strong background in scholarship administration, stakeholder engagement, and community development. Ayana received her bachelor’s degree in political science from Howard University, where her passion for grassroots community engagement was deepened. She went on to obtain her master’s degree in public administration, with a concentration in public and nonprofit management. Ayana currently serves as a Program Coordinator at the UNCF, where she manages donor relations, system strategy, and coordinates cross-functional teams.

With a passion for equitable access to education and youth empowerment, Ayana brings a unique blend of operational expertise, data-driven decision-making, and relationship-building to every initiative she supports. In addition to her professional role, she is the Internal Committee Chair for UNCF’s Young Professionals affinity group, where she leads internal programming to support early-career staff and amplify employee voices.
As a board member, Ayana is committed to advancing the mission of community-rooted organizations through thoughtful leadership, intentional programming, and a deep dedication to sustainable impact.
DR. QUIRSTIN WYNN-INMAN

Dr. Wynn-Inman, performance improvement specialist, has been a dedicated educational leader within Portsmouth Public Schools for nearly 20 years. She is recognized for her transformative impact on curriculum and instruction, student development, and school improvement.
With a career rooted in the belief that all students can achieve the unthinkable, she has consistently moved the needle on performance through compassionate leadership and evidence-based strategies.

Her leadership was most notably demonstrated during the 2025-2026 school year, where she managed a team of 75 staff members and served over 400 students. Under her guidance, the school achieved full accreditation, significantly improved student attendance rates, and successfully exited federal oversight—a testament to her focus on high expectations and collective accountability.
Dr. Wynn-Inman’s academic journey is as diverse as it is distinguished. She is a proud graduate of Norfolk State University, Cambridge College, and Capella University, holding degrees in Interdisciplinary Studies, Elementary Education, and Administration and Supervision. She culminated her formal studies with a Doctorate in Performance Improvement Leadership, a specialization she leverages daily to optimize school systems and instructional outcomes. One of her greatest mentors has been her mother, Dr. Wynn, who is also a graduate of Norfolk State University, The George Washington University, and Capella University, and holds a doctorate in education and served as a Principal in Virginia Beach for 24 years.
Active in her professional community, Dr. Wynn-Inman is a member of the National Alliance of Black School Educators (NABSE), the local chapter of the Virginia Alliance of Black School Educators (VAABSE), and the Virginia Association of Elementary School Principals (VAESP). Both organizations are devoted to furthering academic success for the nation's children, particularly descendants of the African diaspora.Beyond her professional endeavors, Dr. Wynn-Inman is the proud mother of a daughter, a third-generation Norfolk State University Spartan, and twin sons. She finds joy in supporting her children academically and athletically, traveling, and spending quality time with her family. She remains a lifelong learner who enjoys exploring the human experience through reading and documentaries.
DR. SAMMIE LOGAN III
Board Member

Dr. Sam Logan III is an accomplished educator and community leader with over 25 years of experience in public education as a teacher, school counselor, professional development presenter, and workshop facilitator.
He holds degrees from Morehouse College, The College of William & Mary, Proctor School of Theology at Virginia Union University, and Wesley Theological Seminary, and also completed executive leadership training at Howard University. In addition to his educational work, Dr. Logan serves as pastor of New Hope Baptist Church in Chesapeake, Virginia, where he has led since 2009.

He and his wife, Tonya, co-founded A Better Life, Inc., a nonprofit organization focused on empowering individuals through education and community support. He is also a graduate of the United Way’s Project Inclusion Non-Profit Leadership program and serves on the Boards of Communities in Schools of Hampton Roads and Healthy Chesapeake.
Dr. Logan is a dedicated husband, father of four, and advocate for youth and community development.
ASHANTI SALLEE
Advisory Board Member

Ashanti Sallee’s vision is that every student curious about science can access hands-on learning, mentorship, and the confidence to pursue advanced careers in science, technology, engineering, and mathematics.
​
She brings research and laboratory experience spanning university and federal science environments. Ashanti is a Doctor of Philosophy candidate in Materials Science and Nanoengineering at Rice University and a National Science Foundation Graduate Research Fellow. Her doctoral research focuses on designing self-healing metal composites and metal polymer systems for space applications, including work with specialized impact testing equipment.

Ashanti has also contributed to mission-focused aerospace work through a student internship at NASA’s Johnson Space Center, where she supported thermal protection systems efforts for the Orion spacecraft and presented updates in team forums. Her earlier technical experience includes laboratory testing in support of civil engineering applications and multiple research programs across Hampton University, Brandeis University, and Old Dominion University.

A consistent through line in Ashanti’s work is widening access to opportunity. She has mentored underrepresented graduate students through Rice University’s GPS Pathways Program, served as a National Science Foundation writing coach supporting fellowship applicants, and instructed middle and high school students in science, technology, engineering, and mathematics programming that emphasizes equity.

Ashanti earned a Bachelor of Science in Chemistry from Hampton University, graduating summa cum laude, and has been recognized through awards, including the National Science Foundation Graduate Research Fellowship and an American Chemical Society scholarship. As a member of the Rising Tide Youth Movement Advisory Board of Directors, she contributes deep technical expertise and a passion for building clear pathways into science careers, especially for students who simply need someone to say, “Yes, you belong here.”
VELDON SALLEE

Veldon Sallee is a career Geotechnical Engineer, licensed in the Commonwealth of Virginia and the State of Maryland, specializing in Subsurface Exploration, Geotechnical Engineering & Analysis, Structural Inspections, and Construction Materials Testing.
For the past eleven years, Mr. Sallee has successfully demonstrated leadership and commitment as a sole proprietor, serving as President and Principal Engineer of GeoTechnical Innovation, PLLC, a full-service professional geotechnical engineering firm with a corporate office operating out of Chesapeake, VA.

Mr. Sallee earned a Bachelor of Science in Civil Engineering from Virginia Tech. Prior to pursuing his career in geotechnics and becoming an entrepreneur, Mr. Sallee worked in the construction industry, advancing from an entry-level Project Engineer to the eventual Project Manager of Indefinite Delivery Indefinite Quantity contracts on various military installations across the Commonwealth of Virginia. Following his family’s relocation to the State of Maryland, Mr. Sallee began his career in Geotechnical Engineering. For the past 25 years, Mr. Sallee’s invaluable experience has culminated in a proven track record of technical competence and autonomous program and engineering management in Geotechnical Engineering, Subsurface Exploration, Materials Testing, Technical Reporting, Deep Foundation Design, and QC/QA Structural Inspections for vertical and horizontal capital projects.
Beyond his professional career, Mr. Sallee enjoys reaching out and helping others by volunteering for positive humanitarian causes and spending quality time with his friends and loved ones. Over the years, Mr. Sallee has participated in the ASCE Engineers Without Borders program, installing a clean water well in Kafue, Zambia; frequently engages in the development of young professionals through mentoring; and currently is working towards building lasting community bonds through his volunteer efforts as an advisory board member for the Rising Tide Youth Movement in his hometown of Portsmouth, Virginia.
